NYS 19-A Bus Driver Compliance
We ensure that school bus drivers and district fleet operations meet all New York State 19-A requirements. We can perform individual tests or fully manage your NYS 19-A program.

We offer in-person classes, on-site fleet consultation, and one-on-one testing for School Bus drivers and attendants and fleet drivers.
NYS ED TRAINING | IN PERSON CLASSES
We teach refresher courses for School Bus Drivers and Attendants; pre-service classes; and basic and advanced courses for Drivers and Attendants.
NYS DMV TRAINING | IN PERSON CLASSES
In conjunction with the New York State Association for Pupil Transportation, we teach refresher classes for DMV Certified Examiners.
FLEET CONSULTATION | ON-SITE
We’ll evaluate your fleet operation and give you a customized comprehensive plan so you can run it more efficiently.
NYS DMV DRIVER TESTING | ON-SITE
We conduct behind-the-wheel testing, defensive driving performance reviews, and can also administer the NYS DMV Written Oral Test.

We conduct physical performance testing for School Bus Drivers and Attendants.
Meet your transportation experts
JOHN C. SPACHT
With over 20 years of experience as an ASE-certified heavy-duty Master Mechanic, John has managed both small and large vehicle fleets. A leader in the industry, John has extensive knowledge of transportation operations, safety, and compliance.
He is a New York State Master School Bus Driver Instructor, a New York State DMV Certified Examiner, and a New York State DMV Vehicle Safety Inspector. Currently, John supervises and oversees three Chautauqua County school district transportation departments.
John is also a veteran of the United States Marine Corps.
ROGER BINGHAM, JR
With over two decades of hands-on experience driving for full load, LTL, and specialized carriers, Roger has extensive experience behind the wheel and with regulatory compliance and training, enabling him to provide invaluable insights to clients.
Roger currently serves a school district, leveraging his expertise as a Certified 19A Examiner and school bus driving instructor. For the past five years, he has honed his instructional skills as a CDL driver instructor at BOCES, helping to keep the next generation of drivers safe and proficient.
